Cycling on the agenda for the Spanish national elections

Cycling is entering a ‘golden age’ in Spain. More and more Spaniards use their bicycles as a daily means of transportation and decision makers are increasingly taking cycling into account. It would not be possible without the work of the ECF’s members in Spain: ConBici and A Contramano, as well as the ECF’s partners on the ground: AMBE – the Spanish Cycling Industry - and the members of the ‘Mesa de la Bicicleta’. In less than three weeks’ time Spain will be facing the eleventh elections since democracy was re-established in 1978. Between 1990 and 2011, PP (People Party) and PSOE (Socialist Party) have received over 80% of the votes.  However, the elections on 20th December 2015 are set to change the dynamics of Spanish politics. Polls show that 4 parties (PP, PSOE, Podemos and Ciudadanos) expect to receive around 20% of the votes each and a fifth (Unidad Popular) around 5-10% of the votes.

Five political parties will therefore have a say on the main objective of cycling advocates in Spain: to implement a ‘Spanish National Cycling Strategy’ (PEEB) within the four year mandate. The Spanish National Cycling Strategy, developed by the ‘Mesa de la Bicicleta’ – an informal group that incorporates ‘ConBici’ (ECF member and main Spanish users’ organization), AMBE (industry), Royal Cycling Federation, Association of Professional Cyclists and Lawyers for Cycling- and the Spanish network of ´Cities for Cycling (RCxB)´, has been released and addressed to main political parties, key stakeholders and the media. As a result of the successful campaign developed by ConBici - thanks to the ECF ‘leadership programme’ - and the Mesa de la Bicicleta, all 5 of the main parties running for the Spanish national elections have included cycling in their political manifestos: PSOE The socialist party, which has ruled Spain for 21 of the 37 years since the end of the dictatorship, has included the ‘National Cycling Strategy’ in their political manifesto. This is a big step because it is the first time that such a strategy has been included in the manifesto of one of the main Spanish political parties. PP The current ruling party in Spain has included a reference to cycling in their political manifesto for the first time: ‘we will encourage the incorporation of non-motorized means of transport like bicycles’. Podemos / Ciudadanos / Unidad Popular Podemos and Unidad Popular have also included references to cycling in their manifestos. In the case of Podemos they have referred to ‘Cycling as the base of sustainable urban mobility’ while Unidad Popular mention ‘developing cycle routes in rural and urban areas’. Also, Ciudadanos have promised to ´promote cycling in local transport plans and urban areas´. The new political scenario in Spain – pro-cycling, more open to negotiation and more accessible to the stakeholders – provides the perfect opportunity for the cycling advocates in Spain to ensure that cycling features on the political agenda. Our members in Spain therefore have an important work to do in the coming months and years to develop cycling in Spain, the 4th biggest European country, and ensure that it joins the leading cycling nations and leaves the chasing group behind.
