Need for bicycle parking in buildings first time included in piece of EU legislation

Today the revised Energy Performance of Buildings Directive took the last legislative hurdle by being adopted in Council [1]. Among other, it promotes electro-mobility by setting up a framework for parking spaces for electric vehicles. It also includes provisions on bicycle parking, although these are of a non-binding nature.

In Recital 28 it says: When applying the requirements for electromobility infrastructure provided for in the amendments to Directive 2010/31/EU as set out in this Directive, Member States should consider the need for holistic and coherent urban planning as well as the promotion of alternative, safe and sustainable modes of transport and their supporting infrastructure, for example through dedicated parking infrastructure for electric bicycles and for the vehicles of people of reduced mobility.

And Article 8 continues: Member States shall consider the need for coherent policies for buildings, soft and green mobility and urban planning.

This is in particular relevant to Member States that have no provisions at national level at all with regard to bicycle parking. These Member States are: Finland, Greece, Italy, Luxemburg, Malta, Norway, Poland, Slovakia, Spain and the United Kingdom. All other Member States either have a national law or issue at least guidelines for local and regional authorities.

The directive will now be published in the Official Journal of the EU, and will enter into force twenty days later. The transposition period into national law for this legislation is 20 months.

In order to remove uncertainties in the interpretation of this law, the European Commission will provide Member States with a guide note. In order to impact this guide note, ECF is currently elaborating off-street parking regulations for both bicycles as well as cars in some 30 European countries.
