The Spanish delegation was headed by Antonio Rodrigo Torrijos, Vice-Mayor of Seville, who was supported by Conference Director José Antonio García Cebrián and the organisation team of Velo-city 2011. The ECF delegation of the director of Velo-city Global 2010 Copenhagen conference, experts, ECF board members and representatives from the local ECF member association of cyclists "A Contramano" was lead by President Manfred Neun and Secretary General and Velo-city Series Director Dr. Bernhard Ensink. The agenda included a preliminary evaluation of the Velo-city Global 2010 in Copenhagen, presentations and discussions about key aspects, the structure and the program of the conference as well as guided visits of the conference venue and the bicycle infrastructure of Seville. In closing statements both sides underlined their satisfaction with the results of the pre-conference. ECF President Manfred Neun stated: "After the very successful Velo-city Global Conference in Copenhagen we start now on a higher level than ever before with the next Velo-city conference. ECF continued with the pre-conference the agenda setting bringing in e.g. the theme of ‘cycling and social justice'. Seville, one of the hottest cities in Europe, showcases that cities can start very fast with creating a good cycling infrastructure and a rental system. Seville increased cycling from ca. 1% to ca. 7% modal share. This was one of the reasons why ECF did decide to bring the Velo-city conference to Seville in March 2011.
