The PSWE was established in  2004 as a result of co-operation of dr hab. Hieronim Chojnacki, professor of the University of Gdansk in the "Baltic Sea Virtual Campus" project.

PSWE is involved in the initiation, management and monitoring of partnership programmes and projects which contribute to the sustainable and lasting development of our region - Pomerania, in  the area of integrated environment-friendly mobility, environmental protection, promotion of active lifestyles supported with the use of modern technologies, adopting advanced, internationally recognized project and process management approach.

In order to realise long term strategic objectives, the PSWE uses the international methodology of project management developed by the Project Management Institute (PMI) and Scandinavian experience in preparing and carrying out organisational processes. At present some 46 people co-operate with the PSWE in existing project teams. Those teams are made of people employed on the basis of contracts for performing specific tasks or contract for performing specified work and volunteers. (students or graduates of Pomeranian institutions of academic education).

Short Summary

The strategic aim of the PSWE is to reduce unemployment in Pomerania through informal and formal education based on the use of new technologies (e-learning/Virtual Classes and internet television platforms) in connection with promotion of a healthy life style and protection of the natural environment.

The PSWE, on the basis of Scandinavian experience prepares educational projects based on new technologies addressed to various social groups in Pomerania. The PSWE focuses its attention on the promotion of the Scandinavian model of building strategic partnerships based on trust, honesty and respect of everybody and every individuality.

According to that principle on 19th July 2007, the PSWE became a Leader of a Partner Group "Green Development of the Lower Vistula Valley", composed of the following institutions: Tczew City Office, University of Gdansk, Norwegian Association for Adult Learning, Centre of Adult Education in Tczew, Urban Centre of Social Assistance in Tczew, 1st General Education Lyceum in Tczew, Primary School No. 10 in Tczew, Polish ecological Club East Pomeranian Branch and the Pomeranian Forum of Natura Lovers "Tringa". Honorary Patronage over the Programme of the "Green Development of the Lower Vistula Valley” was adopted by the governor of Pomerania, Piotr Karczewski.

PSWE has realised the following projects in different partnerships:

  • Pomeranian Cycling Strategy
  • BYPAD Audits (in February 2008 five PSWE experts became the first certified BYPAD auditors in Poland)
  • Public Bike System in Tczew
  • Tczew Intermodality Resource Centre
  • Pomeranian Internet TV on cycling and walking issues (PITR)
  • Virtual Cycling Academy
